I don’t know if these horses belong to someone of if they are wild but they were so skinny it made me sad! If they do belong to someone … that someone should be ashamed of themselves!
Makes me very sad to see these horses… Looks like they are neglected.

Rather than speculate about the condition of these horses, if in fact you suspect that they are neglected, I suggest that you contact http://www.ahanm.org/ which is your local humane society. They will be able to investigate and intervene if necessary. Please do this. Sometimes old horses can look skinny even when they are being cared for, but there is no reason for you to not notify the humane society.
